However, within those complexities were also more layered characters that appeared more amicable at first, only to be revealed as far more self-serving or even downright evil. One of the best examples of this was the former Minister of Magic, Cornelius Fudge, whose actions helped Lord Voldemort gain power, even if he didn't realize it. However, because of his complexities, there's no telling what his origins were, in terms of schooling, including what house he was sorted into at Hogwarts.
Many Harry Potter fans, over time, have tried their best to decipher what house Fudge would've been placed in, and on the one hand, fans have deciphered that he could never be a Ravenclaw or Gryffindor. However, others have seemed equally torn on whether he would be a Hufflepuff or a Slytherin. His particular personality traits and actions haven't helped to make that debate any easier. That said, this could be because the answer lies in both houses and how Fudge's desires outweighed the powers of the Sorting Hat.

Cornelius Fudge was a man with an extreme prejudice against those of a lower class than him. It was why he would listen to Lucius Malfoy regarding the execution of Buckbeak, but he wouldn't listen to Harry Potter when he tried to explain that Voldemort was back. He knew that those in status decided the fate of anyone in the wizarding world, and more than anything, Fudge wanted to look suitable for the masses rather than do what was right. This was also why Voldemort gained as many followers as he did because even though he advertised his return in the sky, Fudge still chose not to act on it.
When using these examples and his personality to dissect what house he'd be in, it's crucial to understand why he wouldn't be in the other houses. For example, Fudge wasn't brave in the least. In fact, fear was what motivated him on many occasions. His desire to avoid conflict wasn't for peace but to ensure he could keep his job, meaning he was the farthest thing from a Gryffindor. His fear of conflict would also keep him away from Ravenclaw house. Because those placed in Ravenclaw were known to seek knowledge to the bitter end, no matter the cost, it seems unlikely that Fudge would do the same, as his self-preservation would likely stifle his personal growth.

As for houses that he could be a part of, there's no doubt the most obvious choice would be Slytherin. As Harry Potter showed, Fudge was cunning and would do anything to get ahead, a trait found in many placed in this house. However, he also conceded to the notion that not all Slytherins were evil either, as Fudge's actions were more villainous than he was. Plus, his desire for high status fits well with a Slytherin's ambition to have better than what they have now. Hufflepuffs, on the other hand, detest conflict and would even avoid it if they could. They also were very timid and drawn in compared to other houses. But the answer to which house Fudge would be in is more complicated than choosing one or the other.
It's possible that, at heart, Fudge was a Slytherin, but he chose to be in Hufflepuff to better his chances, or vice versa. He was a sneaky individual who would do anything to gain the status he felt he deserved. However, his fear of conflict would often make him avoid confronting any truths that stared him in the face. Therefore, he may have told the Sorting Hat what house he wanted to be in like Harry did so that he could either gain status as a Slytherin or respect as a Hufflepuff. No matter which house it is, he used both of their traits to get ahead because his desires outweighed his character. In the end, there may not be a definitive answer to what house Fudge would be in. But what's clear is that he took the most negative traits of the two houses and embodied both perfectly.
