If Mater's dent from Cars 2 is not on him in Cars 3 and him stating in Cars 2 that he never gets his dents fixed, does that mean that the events of Cars 2 are retconned out of continuity in Cars 3? Considering how detail wise Pixar is with Woody's arm stitches from Toy Story 2 still being on him in Toy Story 3 & 4?
Pretty much yeah. Pixar doesn't like acknowledging the majority of Cars 2 besides the World Grand Prix and I guess the dent being connected to Mater meant it was connected to the spy part of the movie (despite him getting it in Radiator Springs) and might've just took it out to ignore the film even more.
He probably got it fixed while he was not even looking.

Maybe at this point he's gotten so many dents in his side that you can't really tell.
Either two things happened:
1 - Mater probably fixed it, which is unlikely;
2 - Pixar didn't wanted to acknowledge the fact that Cars 2 existed, then again, they still made three references to it in Cars 3.
Well there are references to Cars 2 in Cars 3....
1. Mater attending every one of Lightning McQueen's races in the film Cars 3 after fulfilling a promise at the end of Cars 2.
2. Sterling having a photo of Sir Miles Axlerod in his office.
3. Lightning McQueen still having his headlights from Cars 2.
4. Lightning McQueen's paint scheme in that film being a mix of his paint schemes from the first two movies.
5. Jeff Gorvette appearing at the Florida 500 and telling Lightning McQueen to win one for us old folks.
6. The kissing scene in Paris appearing on television in Mack's trailer when Lightning McQueen was flipping through channels.

He couldve gotten the headlights in between Cars and Cars 3, Lightning already knew Jeff Corvette in the second movie.
And there's also a newspaper talking about Acer falling into the Lavatory Services truck at Smokey's garage
But Cars 3 had references to Cars 2, which were:
- Mater attending every one of McQueen's races in the film Cars 3 after a fulfilling promise at the end of Cars 2.
- Sterling having a photo of Sir Miles Axlerod in his office.
- McQueen still having functioning headlights from Cars 2 (he didn't really use them though until driving in the woods at night.
- McQueen's paint scheme in that film being a mix of his paint schemes from the first two movies (Cars 1 - Rust-eze brand; Cars 2 - flame-bolt hybrid).
- Jeff Gorvette appearing at the Florida 500 (albeit not sporting his WGP racing colors) and telling McQueen to win one for us old folks.
-The kissing scene in Paris appearing on television in Mack's trailer when McQueen was flipping through channels.
